Charlie O'Cain is a veteran
of nearly 4 decades of work in military and civilian procurement
and supply chain management. He is an expert in the introduction
of products and services into multinational procurement
channels --- a difficult and often labyrinthine
market for new entrants which, if successfully navigated,
is worth hundreds of billions of dollars annually. Mr.
O'Cain holds an MBA from the University of North Dakota
and a BSBA from The Citadel and is a retired Colonel of
the US Air Force and Air Force Reserves. He runs a business
advisory practice assisting small- and medium-sized companies
in the Mid-Atlantic area to maximize product sales potential
and improve operations. Mr. O'Cain is an Associate of

For Burns Cadillac & Chevrolet (Auto Dealership
in Rock Hill, SC) --- analyzed existing sales procedures and processes,
offering changes and new processes and procedures as well as advice
on how to reduce cycle time for deal completion, improve sales
percentage from prospects, and improve training for new sales
advisors.
For Wachovia Corporation
(global financial services conglomerate) --- gave advice and counsel
on policies, processes, and procedures relating to sourcing and
vendor management. Reviewed high impact requests for proposals
suggesting formatting and content to complement a negotiation
strategy. Reviewed high dollar proposals from bidders to insure
compliance with RFP instructions and analyzed exceptions to clauses
to recommend a plan to find middle ground. Met with line of business
partners to understand sourcing requirements and jointly develop
a sourcing approach with timeline. Cautioned business partners
on vendor risks. Conducted negotiations.
Bank
of America
Led three network services strategic
sourcing teams with associates located in four states responsible
for $700 million annual spend. These teams provided sourcing governance
to ensure the highest quality products and services for lowest
total cost of ownership taking into account supplier technical
excellence, depth of expertise, financial stability, customer
relationships, reputation in the industry, prior performance,
and production and service capacity.
Managed a $6 billion, 10-year outsourcing agreement
for transforming, and managing networks for voice and data services;
Projects; Moves, Adds, and Changes; and a Technology Help Desk.
Successfully completed a Caller ID compliance project. Outsourced
a $1 billion network upgrade for an acquired bank in the Northeast
saving $34.3 million over three years.
Supported mobility devices (blackberries, cell
phones, pagers, laptop wireless cards, etc.) by sourcing hardware,
software, and services.
Sourced new additions and upgraded the US Department of Defense
Military Overseas Banking networks in 110 banking centers and
300 multi-currency ATMs in Japan, Okinawa, Korea, Diego Garcia,
Germany, The Netherlands, United Kingdom, Iceland, Cuba, and Honduras.
Raytheon
Raytheon acquired the Defense Group of Texas Instruments.
Chosen to be key member of the Leadership Team for new Raytheon
start up business converting military infrared technology to commercial
uses.
Functioned as Deputy General Manager. Held $25
million signature authority. Provided advice and counsel to functional
areas regarding operational risk mitigation, product and market
development, sales, and customer support.
Worked hand-in-glove with Sales Manager. Negotiated a Sales Master
Distribution Agreement in Japan that increased annual sales from
$100,000 to $5,000,000 in two years. Drafted, negotiated and definitized
domestic and international Sales Distribution and Representative
Agreements.
Implemented Letters of Credit as primary method of payment for
international orders improving cash flow and reducing payment
receivables risks.
Responsible for negotiating and definitizing nonstandard foreign
and domestic orders. Modified and implemented a new order entry
process and system.
Negotiated the construction and lease of a new 130,000 square
foot building and a Tax Abatement Agreement with the City of Plano,
TX for a 50% property tax reduction for ten years.
Texas Instruments
Was a member of several Leadership teams serving in Contracts
and Cost Estimating capacities for research and development, limited
production, and full rate production manufacture of high technology
defense electronics subsystems and systems for US and international
defense organizations.
Led Contracts and Cost Estimating Divisions in
multiple states for multiple operating divisions.
Conducted business with Ministries of Defense
and prime contractors in Turkey, England, France, Sweden, Australia,
Taiwan, Pakistan, and India in addition to working with US defense
departments and other major US defense contractors.
Program Manager for a small program responsible
for P&L, program definition, budgeting, acquiring resources
to support the program, monitoring performance, maintaining customer
satisfaction, and finally collection of receivables and closeout.
US Air Force/US Air Force Reserves
RESERVES: Retired as a Full
Colonel. Last assignment was in a General Officer's billet at
the Pentagon responsible for all Air Force Reserve Contracting
Officers worldwide (450 officers).
ACTIVE
DUTY: Rank of Captain when separated from active duty. Supervised
20-40 contracting officers, enlisted and civilian personnel as
a Division Contracting Chief at three different Strategic Air
Command bases.
